In August 2005, New Orleans was struck by Hurricane Katrina. Although the storm was damaging by itself, what turned the situation into a human catastrophe was the failure of the city's flood defences, which caused flooding on an enormous scale, bringing death and injury and the devastation and displacement of entire communities. 

Compounding this failure was the shambolic recovery effort, directed by the Federal Emergency Management Agency (FEMA) on behalf of George W. Bush's government.

Spike Lee's epic film is structured into four acts, each dealing with a different aspect of the events that preceded and followed the devastation of New Orleans. It gives voice to those affected, including deeply affecting accounts of events on the ground, and the subsequent damage done to the lives of those involved by the ineptitude and complacency of those in positions of authority.

It is hard to escape the conclusion that had Katrina's victims not been predominantly working class and black, the response would have been different.
